H.E. Dr. Ermias Yemanebirhan, State Minister of Institutional Building and Reform Division at the FDRE Ministry of Justice held a bilateral discussion with Mr. Charles Kwemoi, the United Nations Office of the High Commissioner for Human Rights (UN-OHCHR) – Deputy Country Representative for the East Africa Regional Office on ways that the two parties can partner to advance the justice sector reform process and human rights protection in Ethiopia. 

During the discussion, H.E. Dr. Ermias warmly welcomed Mr. Charles and expressed appreciation to the OHCHR for their unwavering support in the development and strengthening of democratic and justice institutions in Ethiopia. 

H.E Dr. Ermias briefed about the significant legal and institutional reforms that have been implemented in the Justice sector since the inception of countrywide reform in Ethiopia. He discussed the Three-Year Justice Sector Transformation Plan launched by the MOJ, which outlines key strategic pillars, for improving access to justice, upholding the rule of law, and safeguarding and advancing human rights. 

H.E. State Minister also unveiled that community-centered justice, strengthening legal advocacy on human rights, and vetting are some of the key strategic pillars ingrained in the Three-Year roadmap. To make these strategic pillars more imperative, fully realize the transformation plan through a human rights-based approach and build the most reliable justice institution, the MOJ has a dire need to work in partnership with the OHCHR-East Africa Regional Office. To close its institutional gap in terms of having the necessary resources, and guarantee Ethiopia’s adherence to its human rights commitments, the MOJ need all sorts of support from the OHCHR, including financial and technical assistance, as courteously pointed out by the state minister. 

Mr Charles is in his part expressed his sincere thanks for the warm welcome extended by H.E. and stated that the OHCHR has been doing its part to uphold the commitments of Ethiopia in protecting and promoting human rights, as well as ensuring access to justice. 

He indicated that the today’s discussion with the state minister would signify how the MOJ has been striving to transform the justice sector and strengthen Ethiopia’s commitment to the recommendations of UN treaty bodies. Moreover, he assured that OHCHR stands ready to provide comprehensive support, including financial and technical assistance to the MOJ to ensure the full alignment of the transformation plan with human rights standards, as well as in preparing and validating well-designed treaty reports, enhancing legal education and realize access to justice. 

As a part of his final statement, H.E. Dr. Ermias thanked the Deputy Representative for showing the readiness of OHCHR to support MOJ’s strides in implementing the Three-Year Justice Sector Transformation Plan, building justice institutions and strengthening the professional capabilities of prosecutors. 

Mr. Charles, in his closing remark put that UN-OHCHR remains committed to strengthening its bilateral ties with the MOJ on the realms of justice sector reform and human rights protection and expressed his gratefulness to the state minister for making the initial stage of discussion tremendously productive.

The two parties have agreed to elevate the initial stage of their discussion into a strategic form of cooperation and have taken steps to provide avenues for their technical teams to come up with details of the shared initiatives and boldly commit to pragmatic implementation.

በኢ.ፌ.ዲ.ሪ ፍትሕ ሚኒስቴር በተቋም ግንባታና ሪፎርም ሚኒስትር ዴኤታ ክቡር ዶክተር ኤርሚያስ የማነብርሀን የተመራ ልኡካን ቡድን የአዲስ አበባ የፍትሕ ቢሮ የሩብ አመት የትራንስፎርሜሽ ዕቅድ አፈጻጸም ገምግሟል፡፡

ክቡር ዶክተር ኤርሚስ የማነብርሀን በመድረኩ በአገር አቀፍ ደረጃ በህዝብ ተወካዮች ምክር ቤት የበላይ አስተባባሪነት የተጀመረ የፍትሕ ዘርፍ የትራንስፎርሜሽን ፍኖተ ካርታ ፕሮግራም ዕቅድ የሩብ አመት አፈጻጸም ምን ደረጃ ላይ እንደደረሰ ለማወቅ የፍትሕ ሚኒስቴር ከህዝብ ተወካዮች ምክር ቤት ጋር በመሆን በክልሎች በመዘዋወር የተሰሩ ስራዎችን መመልከቱን አውስተው እንደየክልሉ ተጨባጭ ሁኔታ አንዱ ክልል ከአንዱ ክልል ልምድ ሊለዋወጥበት የሚችል ተሞክሮ ማየታቸውን ገልጸዋል፡፡ አክለውም ትኩረት የሚሹ ጉዳዮች፣ ድጋፍ የምናደርግባቸውንና ተባብረን የምንሰራባቸውን ጉዳዮችን ለይተናል ብለዋል፡፡

በፍትህ ዘርፉ ከለውጡ ጊዜ ጀምሮ ባለፉት አምስት አመታት በፍትሕ ስርዓቱ የተደረጉ ማሻሻያ ስራዎች መከናወናቸውን አውስተው በዚህም ከተቋም ግንባታ አንጻር፣ብዙ አፋኝ የነበሩ የህግ ማዕቀፎች የማሻሻል ስራዎች መሰራታቸውን እና የተገልጋይ እርካታን ከፍ ለማድረግ ብዙ አበረታች ስራዎች መሰራታቸውን ገልጸዋል፡፡ 

ከፍትሕ አንጻር ህብረተሰቡ ከፍተኛ ሮሮና በፍትህ ስርዓቱ እምነት የማጣት ሁኔታ ይስተዋላል፤ ስለዚህ እየታዩ ያሉ ችግሮችን በግልጽ ለይተንና ተቀብለን የህዝቡ ሮሮ የሚቀንስበትንና በፍትሕ ዘርፉ ላይ አመኔታ እንዲኖረው የሚስችልና ውጤት ሊያመጣ የሚችል ስራ መስራት አለብን በሚል የትራንስፎርሜሽን ዕቅድ መዘጋጀቱን ገልጸዋል፡፡

በመድረኩ የአዲስ አበባ ፍትህ ቢሮ ምክትል ኃላፊ ክቡር አሰፋ መብራቱ የአዲስ አበባ ፍትሕ ቢሮ የፍትሕ ትራንስፎርሜሽን ዘርፍ የሩብ አመት ዕቅድ አፈጻጸም አቅርበው በክቡር ዶክተር ኤርሚያስ የማነብርሀን የተመራው ልኡካን ቡድን አባላት ጥያቄና አስተያየት አንስተው በተነሱ ጥያቄዎች ላይ የአዲስ አበባ ፍትሕ ቢሮ ኃላፊ ክቡር ተክሌ በዛበህ በምላሻቸው ከአዲስ አበባ ምክር ቤት ጋር ተደጋጋሚ ውይይት አድርገናል ፣የህብረተሰባችንን ንቃተ ህግ  ለማዳበር አዲስ ሚዲያንና ሌሎች አማራጮችን በመጠቀም የንቃተ ህግ ትምህርት እየተሰጡ መሆናቸውን፣ ህገወጥ የሰዎች ዝውውርን ለመከላከልና የህብረተሰቡን ጥቆማ መቀበል የሚስችል ነጻ የስልክ መስመር ተደራጅቶ ወደስራ መግባቱን፣ከአዲስ አበባ ፖሊስ ኮሚሽን ጋር ወንጀለኞችን እና ሌሎች ጉዳዮችን በተመለከተ ጥሩ ግንኙነት በመፍጠር የጋራ ስራዎችን እየሰሩ መሆኑን ጠቅሰዋል፡፡ ሚኒስትር ዴኤታው የፍትሕ ዘርፍ የትራንስፎርሜሽን ዕቅድን ለመደገፍ እንዲያስችል ከአውሮፓ ህብረት ድጋፍ የተገኘ አንድ ዘመናዊ ላፕቶፕ ኮምፒውተር ለአዲስ አበባ ፍትሕ ቢሮ በስጦታ አበርክተዋል፡፡

በተቋሙ በቅርብ ጊዜ ስራ የጀመረውን ህገወጥ የሰዎች ዝውውርን ለመከላከልና የህብረተሰቡን ጥቆማ መቀበል የሚስችል ነጻ የስልክ መስመር ተደራጅቶ ወደስራ የገባውን የስራ ክፍል ሁኔታ እና በወንጀል ነክ ነገር ውስጥ ገብተው የተገኙ ህጻናት ማቆያና ተሃድሶ ተቋም ጉብኝት ተደርጓል፡፡ተቋሙ 700 ሰው የመያዝ አቅም ያለውና በኢትዮጵያ ብቸኛ የሆነ ተቋም መሆኑን፣በአሁን ሰአት ዕድሜያቸው ከ9-15 ዓመት የሚሆኑ 79 ህጻናት እንደሚገኙ ማየት ተችሏል፡፡

በመጨረሻም ክቡር ሚኒስቴር ዴኤታው በወንጀል ነክ ጉዳይ ውስጥ ገብተው የተገኙ ህጻናት ማቆያና ተሃድሶ ተቋም ጋር በጋራ እንደሚሰሩ ገጸዋል፡፡
